The Mongolian National State Emergency Committee (MNSEC) recently provided a flood relief plan to the authorities of Bayan-Ulgii Province, following flooding in Ulgii soum, Bayan-Ulgii Province, on July 10.
The plan asks the province authorities to finish the decontamination of land affected by flooding within the next seven working days, and to provide management and monitoring of the activities of the Health Department, Food and Agriculture Department, the National Center for Zoonotic Diseases, and the Agency for Specialized Inspection, with each agency presenting daily reports on flood relief efforts.
MNSEC guidelines also stressed the importance of providing households that have been displaced due to flooding with electricity and access to fresh water, and having Ulgii soum's Mayor and officials work with the public on flood relief. Those affected by flooding will receive access to mental health services to help them recover from shock, stress, and anxiety, and the soum's residents will be trained on safer and more responsible living in flood plains.
Bayan-Ulgii's administrators have been instructed to regularly inform the public about flood response, rehabilitation, and activities that organizations are taking to reduce flood risk and to facilitate recovery. The province administrators are now responsible for reporting to the National Emergency Management Agency (NEMA) and the Disaster Management Center with the results of flood response activities and measures being taken to mitigate flood impact. The local media is encouraged to provide the public with accurate information and to be more actively involved in educating the public and sharing critical information.
Ulgii soum's flood risk is high, and dams are required to provide a safe environment for people living in high-risk areas. The MNSEC believes that it is important to include a dam plan and feasibility studies in the local development policy. The province authorities will upgrade standards for materials used for the construction of houses and gates, to improve their quality and ensure they can withstand environmental factors.
On July 10, a 30-minute rain and hail storm hit Ulgii soum at around 4:50 p.m. and flooded four regions of the soum, affecting 640 people in 160 households. According to NEMA, 18 houses collapsed, one child drowned, three people were injured, 110 houses and gers were flooded, and 154 people were stranded.
NEMA started operations at 6:52 p.m., with support from 42 local residents and six vehicles. A 10:00 p.m. NEMA report revealed that three people caught under debris from a collapsed house were rescued and sent to the hospital, the 154 stranded individuals were brought to safety, and workers were continuing their rescue mission.
According to MNSEC, 640 people have been affected by flooding and are in need of shelter and food. On July 15, NEMA sent six vehicles with 126.2 tons of supplies, including 70 gers, 14,000 bottles of water, 14,000 tins of canned meat, 3.5 tons of flour, 3.5 tons of rice, 700 kilograms of tea, 700 kilograms of salt, 1,400 kilograms of sugar, and chloramine and other supplies for for sanitization and decontamination. The government's aid for those affected by flooding will be distributed directly and immediately, and the province's authorities are expected to have recipients sign for receipt and to document the distribution of goods with photographs.
