During the spring session, the Standing Committee on Social Policy convened 13 times, discussed 47 issues in duplicate, 32 bills and seven parliamentary resolutions, and developed 26 bills and seven resolutions passed by Parliament.
Particularly, the standing committee developed draft amendments to the Law on Allowances for Parents and Single Mothers and Fathers with Many Children, Law on Social Insurance and Law on Procedures for Applying Social Insurance Law, and draft parliamentary resolutions on exemption and appointment of some members of the National Health Insurance Council and National Social Insurance Council, which were approved by Parliament during the spring session.
Three working groups were established to prepare bills and resolutions for parliamentary review and monitor the implementation of relevant laws. The working groups met four times and prepared two bill introductions.
STATE STRUCTURE
The Standing Committee on State Structure met 20 times, discussed 73 issues in duplicate, 43 bills and 21 parliamentary resolutions, and drafted 32 laws and 21 resolutions adopted during the spring session.
The standing committee developed draft revision of the Law on Legal Status of Ulaanbaatar, bill on supervision of Parliament, and draft amendments to the Law on Presidential Election and Law on Public Holidays and Celebrations.
Draft revisions of the Law on Non-Profit Legal Entities and Law on State Inspection, bill on supervision of Parliament, and draft amendment to the Law on Civil Service are under discussion.
In accordance with the order of the speaker of Parliament and the resolution of the standing committee, three working groups were set up, whom convened 20 times to develop introduce bills and monitor the implementation of relevant laws.
ENVIRONMENT, FOOD AND AGRICULTURE
During the spring session, the Standing Committee on Environment, Food and Agriculture met five times and discussed 21 issues.
The parliamentary resolution on amendment to Resolution No. 36 of 1995 on renewal of classification of state special protected areas was developed and is under discussion. In accordance with the resolution, some parts of Jargalant, Chuluut and Undur-Ulaan soums of Arkhangai Province will be included in the list of state special protected areas.
The standing committee also held the first discussion of the draft revision of the Law on Seeds and Varieties of Plants on July 6.
Moreover, a bill was developed to support the development of seed sector, develop research, analysis and innovation in the sector, promote fair trade, protect and sustainably use the genetic resources of crops, support the development of new varieties, and ensure food security, due to the increasing frequency of droughts, overheating, and early cold spells caused by global climate change in recent years.
