‘Birth Certificate’ covers discarded illegally

An alarming discovery at the Tsagaan Davaa landfill in Bayanzurkh District has sparked public outrage after hundreds of unused birth certificate covers were found discarded. The incident, which came to light on social media on November 20, revealed 142 covers labeled “Birth Certificate” scattered at the waste disposal site.  

The Police Department in  Bayanzurkh District is currently investigating the case, and the Public Relations Office of the National Police Agency confirmed the materials have been collected and sent for forensic examination. “We are conducting investigations under Article 16.2 of the Criminal Code to determine who is responsible and what their intentions were,” the department announced.  

The discarded covers date back to before 2020 when they were phased out. In 2018, a public tender selected a supplier to replace these outdated covers, and by 2020, the new designs were in full use. During the transition, the General Authority for State Registration thoroughly inspected the old covers and returned any damaged or substandard items to the supplier. These rejected covers, it appears, were improperly stored by the supplier and eventually dumped at the landfill.  

Authorities have stated that under existing laws and regulations, decommissioned and invalidated materials such as these must be destroyed through controlled burning or burial by a specialized committee within the authority. The failure to follow these protocols has raised serious questions about the accountability of the supplier involved.  

Moreover, police are working to identify the specific company responsible for this negligence and are determining whether criminal charges will be brought against those involved.
