During its weekly meeting on August 3, Cabinet decided to set up a task force to receive complaints and suggestions related to corruption in the education sector at the government’s 1111 Call Center.
The task force will consist of representatives of the Prime Minister’s Office, the Ministry of Education and Science, the General Intelligence Agency, the Independent Authority Against Corruption, the National Police Agency and other professional organizations in the city.
Minister of Justice and Internal Affairs Kh.Nyambaatar reported, “Prime Minister L.Oyun-Erdene assigned tasks to some ministers in several areas. For instance, due to the fact that the new academic year is about to start in September, he ordered us to set up a task force to stop and monitor corruption in the education sector. Some school administrators enroll children from other districts for their own personal gain and some admit children without any criteria. The task force will work to stop this and ensure equal access to kindergartens.”
Since 2015, the Corruption Index and Fairness Assessment have been combined and the corruption and fairness survey has been conducted using a new methodology. According to the 2021 evaluation, the Ministry of Energy is leading with the highest rating of fairness, 79.9 percent, while the Ministry of Education and Science is rated at 72.2 percent. This is 0.6 percent lower than the national average.
According to the assessment of the teachers and staff working in the field of education, the responsibility, internal control, leadership, responsibility and example of senior officials have deteriorated.
Most of the applications, complaints and information received by the Independent Authority Against Corruption are related to human resources and appointments. There were also many complaints related to the spending of funds, quality of education, behavior and ethics of civil servants, and informal fees.
The Ministry of Education and Science informed that 60 to 70 percent of corruption complaints are resolved as criminal cases, which indicates that the complaints are well-founded. Therefore, since the issue of fairness in the education sector is becoming a very important issue, the ministry said that it would focus on this issue in the academic year 2022-2023.
WORKING GROUP ESTABLISHED TO COMBAT CYBERCRIMES
The government has established a working group to investigate acts of deliberate disruption and sabotage of Mongolia’s strategic industries by law enforcement agencies and claim lost opportunity cost, reported Minister Kh.Nyambaatar.
He explained, “Strategic development is the country’s development catalyst and the biggest economic driver. This working group will submit complaints to law enforcement agencies on behalf of the government and claim the cost of lost opportunities in a civil manner.”
“Recently, the number of cybercrimes has been increasing. In particular, fraud and crimes against sexual rights and freedom are occurring a lot in the online environment. There are many crimes of threatening minors to engage in sexual relations, sexual assaults and organizing them on the internet. Therefore, a working group was established to stop this type of crime and present a program against it,” the justice minister informed.
