Use of digital signatures discussed

The Standing Committee on Innovation and e-Policy held a discussion on electronic use of digital signatures and official correspondence between government agencies on September 28.

Noting that less than 100 years ago, agriculture and animal husbandry dominated the world economy, and industrial technologies were first developed, Chairman of the standing committee N.Uchral said, “This is a very short time compared to the history of human civilization. However, over the last 20 years, artificial intelligence and blockchain-based digitalization, and a series of technological breakthroughs have presented a whole new challenge and demand a development policy.”

“In accordance with Parliamentary Resolution No. 52 of May 13, 2020, the Vision–2050 long-term policy document was approved. Within the framework of the goal of creating ‘good governance’, the document defines specific policies under the theme of smart governance, smart structure, and digitalization of Mongolian citizen private system. Over the next 30 years, Mongolia is working to create an e-government or smart government system that enables it to fulfill its core mission of serving its citizens,” he continued.

“Within the framework of this goal, the activities were planned to be implemented in three stages: Successful e-government for 2020-2030, Effective e-government for the next 10 years, and Citizen-centered e-government.”

“Our first priority is to create an effective e-government policy and legal environment that ensures information security,” he added.

Director of the General Archival Authority of Mongolia S.Enkhbaatar made a presentation on the Law on Archives and electronic record keeping, Chairwoman of the Communications and Information Technology Authority (CITA) B.Bolor-Erdene reported on the e-Mongolia project, and Head of IT Policy Planning Department of CITA B.Bilegdemberel introduced the general scheme and problems of e-correspondence between government agencies.

S.Enkhbaatar said that the revision of the Law on Archives provides for the creation of a state database, the transfer of archival documents to electronic form, security oversight, and the digital signature of documents.

B.Bolor-Erdene stressed that citizens face difficulties such as traffic congestion, bureaucracy and time consuming access to public services.

“The e-Mongolia project will offer public services online. Citizens are able to get 181 public services through a mobile application, once the e-Mongolia project is completed,” she said.
