Speaker of Parliament G.Zandanshatar received and paid tribute to more than 20 former members of State Baga Khural (Lower House of Parliament) on September 14.
The first session of the State Baga Khural convened on September 13, 1990, marking the beginning of a modern, permanent Parliament in Mongolia.
Congratulating the members of the State Baga Khural on the 30th anniversary of the establishment of a permanent Parliament in Mongolia, Speaker G.Zandanshatar said, “Due to the current situation in the country, the 30th anniversary of the establishment of a permanent Parliament is planned to be celebrated in November. In the year leading up to the 100th anniversary of the People's Revolution next year, a working group chaired by the deputy speaker of Parliament has been set up to promote parliamentary governance and the Constitution, and to provide a wide range of parliamentary education to the public and youth.”
“A scientific conference and an honorary session of Parliament are planned to be held in November to discuss the history and development of a permanent Parliament, the importance of parliamentary governance and ways to improve it. In addition, a special program has been prepared and aired on the Mongolian National Broadcaster television to promote the Constitution of Mongolia on a large scale.”
He emphasized that they are working to develop the content of parliamentary education for secondary school students, promote e-government and public governance, and ensure citizen participation in the legislature.
He also said that in all of this, the active participation of members of the State Baga Khural and Parliament, valuable lessons and creative initiatives are important.
In 1960 a new constitution was adopted in Mongolia, and during the Revolution of 1990, it was amended to create a standing legislative body out of the existing People's Parliament.
The State Baga Khural was to consist of 50 representatives selected by the People’s Great Khural. Three-quarters of these members had to be chosen from among the members of Parliament. The seats in the Baga Khural were apportioned from parties participating in elections by proportional representation.
The Baga Khural met twice annually in 75-day sessions. It was established in July 1992 by the adoption of a new Constitution of Mongolia, which created a unicameral legislature.
