Parliamentary standing committees convened to discuss and finalize appointments of subcommittees from July 6 to 7.
Subcommittees are responsible for a specific part of the work of a standing committee, issuing proposals and conclusions, and submitting them to the relevant standing committee and, if necessary, it monitors some issues.
The Standing Committee on Environment, Food and Agriculture discussed the appointment of the Subcommittee on Air Pollution Reduction with an attendance of 57.9 percent.
The majority of the members of the standing committee decided to appoint lawmakers B.Bayarsaikhan, G.Ganbold, B.Saranchimeg, Ts.Tuvaan, J.Chinburen, and G.Damdinnyam in the Subcommittee on Air Pollution Reduction. The subcommittee is responsible for reviewing the implementation of legislation to reduce air, soil and water pollution throughout the country.
Moreover, the Standing Committee on Security and Foreign Policy approved the appointments of the Subcommittee on Special Monitoring, which will include lawmakers T.Ayursaikhan, N.Altankhuyag, S.Batbold, D.Bat-Erdene, B.Delgersaikhan, B.Enkh-Amgalan, and Ts.Sergelen. The subcommittee is responsible for the protection of state secrets, the implementation of legislation on intelligence and enforcement, state border protection, and special state protection.
On the same day, the Standing Committee on Budget convened to discuss the appointment of the Subcommittee on Budget Expenditure Control with an attendance of 73.9 percent.
Lawmakers G.Amartuvshin, Ts.Anandbazar, J.Batjargal, B.Battumur, J.Batsuuri, Kh.Bulgantuya B.Purevdorj, G.Temuulen, and S.Ganbaatar were appointed to the subcommittee. The Subcommittee on Budget Expenditure Control oversees state and local budget revenues, expenditure and budget control. The subcommittee has the right to submit proposals and conclusions to the general meeting of the standing committee.
The Standing Committee on Economy approved the appointments of the subcommittees on small and medium enterprise development and sustainable development goals.
Lawmakers E.Bat-Amgalan, D.Batlut, J.Bat-Erdene, S.Ganbaatar, Kh.Gankhuyag, T.Dorjkhand, M.Oyunchimeg, O.Tsogtgerel, and B.Enkhbayar were appointed to the Subcommittee on Small and Medium Enterprise Development. The subcommittee will oversee legislations related to the development of small and medium enterprises, investment, credit, aid policy, and regulation.
The members of the standing committee supported to appoint S.Amarsaikhan, B.Battumur, D.Bat-Erdene, N.Ganibal and B.Javkhlan in the Subcommittee on Sustainable Development Goals. This subcommittee is responsible for ensuring the implementation of the Sustainable Development Goals through legislation and development of related policy and planning documents.
The majority of the members of the Standing Committee on Legal Affairs approved the composition of the Subcommittee on Human Rights, which will include Sh.Adishaa, D.Ganbat, Ts.Munkhtsetseg, Sh.Radnaased, Ts.Sandag-Ochir, N.Uchral, and B.Enkhbayar.
It is responsible for discussing laws concerning human rights and freedoms, amnesty, immigration and citizenship issues.
On July 6, the majority of the members of the standing committee supported to appoint lawmakers B.Bat-Erdene, B.Beisen, L.Munkhbaatar, J.Sukbaatar and G.Temuulen as a member of the Subcommittee on Ethics, while lawmakers Yo.Baatarbileg, J.Batsuuri, G.Ganbold, Kh.Nyambaatar and J.Sukhbaatar were appointed to the Subcommittee on Local Administration, and the Subcommittee on Voter List and Registration Control includes J.Ganbaatar, J.Munkhbat, Ts.Munkh-Orgil, B.Purevdorj and L.Enkh-Amgalan.
Article 28.1.3 of the Act of Parliament stipulates, “The Standing Committee on State Structure is to have subcommittees on ethics, local administration, immunity of members of Parliament, voter list and registration control.”
The Subcommittee on Ethics is responsible for Parliament members’ ethics and the assets and income declaration, while the Subcommittee on Local Administration regulates issues of local self-governance, formation and development of local administration, management, organization, and legal regulation. The Subcommittee on Voter Lists and Registration Control is responsible for the implementation of the legislation on voter lists and registration.
